start programs in blocks

If I have twenty programs starting instead of assiging all times equally or individually. I would like to be able to assign programs to blocks, then have each block to start at a specific duriation after startup then each program within the block to have a delay time incrementally added to the block delay.
I may have things that i don't mind waiting twenty minutes before they start.
